The report ist divided into six chapters. The first chapter describes the North Carolina setting in which the course of the bill was charted. Chapters II trough V trace step by step progress of the bill, examine strategies and tactics used by the proponents and the opponents and give details of roles played by key individuals and groups. Chapter VI provides a summary of the total process and then attempts to abstract out critical factors which influenced the course of events.
